Mr.
Rutski has over 30 years experience in the transportation industry specializing in
capital project development, business planning and marketing. He served as a senior
marketing and business planning executive at CSX Intermodal where he prepared long
range business plans, implemented marketing programs and developed several intermodal
terminals. He also has comprehensive experience in the public sector having worked
on public-private development projects in the states of Florida and Michigan.

Rail Intermodal Strategic Investment Plan: Project leader for supporting the
development of CSX Intermodal’s long range strategic investment plan for terminal
and clearance projects. This plan provided business justification and strategic drivers
for major capital projects. |

JAXPORT Container Impact Study: Working with engineering firm Reynolds Smith
& Hills, Mr. Rutski supported a project to determine the impact of container
growth on the highway and rail infrastructure of the Port of Jacksonville, FL. He
led the development of a long range container forecast and the preparation of highway
and rail routing projections. Mr. Rutski also developed a terminal feasibility study
for a near dock rail intermodal terminal. |

Florida Freight Stakeholders Task Force: While at CSX, Mr. Rutski chaired
the Florida Freight Stakeholders Task Force, a public-private initiative which prepared
recommendations for the 2020 system plan and established procedures to prioritize
applications for $10 million of Florida DOT transportation grants. As chairman, Mr.
Rutski directed the efforts of the task force and supervised preparation of task
force recommendations. |

Intermodal Terminal Development - Developed the CSX Intermodal terminal in
Fairburn, GA, serving the Atlanta freight market. This project required an Atlanta
market assessment, site location study and capital justification. Intermodal terminal
development projects were also managed in Chicago, Northern New Jersey, Philadelphia,
Cleveland, Jacksonville and Detroit. |
Mr. Rutski received a BS degree in engineering from the U.S. Coast Guard Academy
and an MBA degree in transportation from the Wharton School, University of Pennsylvania. |
